The amount displayed in GTA V is really just a way of the game estimating the overall demand based upon settings. Its not a limit by any means, rather reflects how high you set certain options.

If the game is lagging as you say, it has nothing to do with the memory used displayed. My guess is you have vsync turned on or have some kind of other bottleneck in your system.
I'm running an 8GB R9 390 as well with zero lag. The only setting I've found that creates lag is the Frame Scaling option under the Advanced graphic settings, so I'm not sure why you'd be having this problem.

Classically, the bottleneck in a computer with an HDD, is the HDD. If you've got an SSD, then eh, that's not it.

Ignore suggestest limits, but i suggest not enable it before i assume your toaster gets hot and you have problems because of it.

can u list all the settings your using please
Everything's set to the highest settings except for the Frame Scaling in the advanced settings. I keep that at the default.
8 GB VRAM is more than enough to handle the GTA V graphic. But you have also to consider the system ram. My VRAM is only 4 GB which is sufficient. I increased the system ram from 8 GB to 12 GB and it solved the lags I was experiencing. I only have GTX 970 but can even run 4k resolution without lags after I increased my system ram.

thats funny im using frame scaling on 4K so that no fidelity is lost on my games. and it doesn't lag. if you're card is like the OP or something equivalent it shouldn't be lagging with 4K frame scaling on a 1080p display

R9 390 at 4k ultra would run the game at 20-30 fps.

^ This.
Get a solid 60FPS until I mess with frame scaling. But then they never advertised the card as 4K capable, so I knew what to expect.
