The Sultan RS is nothing special. It's not even good offroad because R* logic dictated that it be no better than the other supers despite having many rally addons
The Banshee 900R was terrible at launch because it was much slower than the stock one. However this was not a bug like softspokenman says, its actually because it has a much higher drag coefficient than the regular Banshee and no more power to counter it. However they've hot"fixed" it by using scripts to apply a contant downward push on the rear wheels, using a glitch that can be triggered on some cars by doing the lowering glitch with them (Rapid GT is the most common one), making the rear wheels bump up and down causing an infinite curb-boost effect. For more detail on that see the video below
This gives the Banshee 900R the highest top speed of all cars in the game however it gets beaten by the Hakuchou and it's still not that fast around a track. This hot"fix" is likely a temporary solution until the next patch when they can change the handling.meta file for the car.

Overall they're about equal speed around a track and that speed is slower than the top sports cars, let alone the top super cars that R* said in their newswire post the cars could compete with

Monroe/Osiris/T20/Turismo R/Zentorno (they're all tied): 122 MPH
Bear in mind that these are all on a straight, flat road. Hills, bumps and other factors can cause the top speed to increase dramatically
I have evidence to back it up in the handling data itself. Every car has an "offroad grip loss" value. This does, well the opposite of what it sounds. The higher the value the more straight line speed it loses offroad. The Sultan RS, the rest of the supers, and the majority of cars in the game have an offroad traction loss value of 1. Meaning the difference in performance on and offroad of the Sultan is exactly the same as it is with the T20, the Adder, the Zentorno etc. The Kuruma, currently the fastest offroad vehicle in the game, has a traction loss value of 0. The only other cars that get this value are incredibly slow ones like the Tornado and Peyote, and the actual offroad cars like the Bifta, Sandking and so on. Some cars get values in the middle like the Blade, which as an offroad traction loss of 0.9. This is why the Blade is the best muscle car offroad, as the only ones that don't have a traction loss of 1 are incredibly slow. Its also why the Jester is awful offroad. It has a traction loss of 1.25, the highest in the game and the only one to go over 1

I'm not enough of a spider expert to bother with spreadsheets.
most driving is stop and go you dont have an infinite uninterrupted road
a car the accelerates faster with OK top speed will be long gone by the time you reach top speed
side note they say the Benefactor schafter V12 has a higher top speed than a T20
does that mean its faster?
