Report a translation problem
The mod is activated by default, you will get a notification in the left corner of your screen, just above the mini map when getting into the game.
Right click on the configuration file and then open as. Choose notepad or any other text editor. More info can be found on the mod page gta5-mods.com/scripts/family-friendly-free-roaming
Oh, that's because it's a rar file instead of zip I think. So you need winrar to extract the rar file. It's a free program, just Google winrar. I bet more people have this issue and I should compress with zip in the future I think because everyone haven't got winrar or similar. I will improve the installation instructions tomorrow. I hope this solves your problem. With winrar installed you just right click on the file and extract.

No, you wont get banned. Keep all mods in singleplayer and you're good.
