tl;dr/lazy - use this link below to contact R* without logging in to RECOVER your account/fix/change email to one you have access to. Yep, many hoops to jump to prove you are the owner, have the steam account, cdkey etc, and days to wait/repeat yourself -

Otherwise, it's back to R* support. You want to recover. Preferably you have the email receipt from steam for your gta5 purchase, etc etc. At least you have a recovery email - so many claim to not have it at all.
edit ---- You are wasting your time attempting to log into gtav. work with the social club website only. If you can log into the website, using your old email -- and you get an account that has no games, no steam linked account, etc - that is the 'wrong account'. That also means - your old email 'is in use' - and it should not be - for you to attempt to use the 'recover' link in the recovery email from R*. Of course, when you 'change that email' - you'll likely get a NEW recovery email from them - and that would be the WRONG one to use. Use the older one.
Past that - 5 times? Either you keep getting the lazy agents, or communication is going sideways somewhere. Ask to escalate - this is an easy thing to do if you have the info.
Basically what I kept doing was providing all the evidence that I own the game, (steam id64, receipt for GTA 5 and GTA 5 CD key). Hopefully they comply faster than they did to me.
