GTA doesn't work
Hello friends, please give me some advice.
GTA V did not work from the beginning of the installation. But STEAM refused to claim the goods, because their application had an error and senselessly charged me 11 hours of play despite the fact that the computer was turned off. what can i do please?

@op - The launcher does have issues where it will 'open', and never close - and steam sees it as constantly running - and the steam hours goes up.

Steam automatic refunds won't bite. If you want a refund - you will need to go to steam support and talk to a real support agent and they may be better able to help. They've done it plenty in the past refunding those clearly past the 2 hour, 14 day limit.

Or, fix it (assuming there isn't a hardware limitation on top) -
Could be lack of admin/permissions for steam, R* launcher, social club, and gta5.
Could be problems with onedrive on/off depending if you use or not.
Could be problems with my docs / rockstar games - rename -old.
Problems with N/KN windows missing media feature pack - further caused by following youtubes and toss'n files in the gtav folder- 'removing' errors / causing more. Install proper (and make sure to restart pc after if you do install this).
Problems with vcredists - uninstall and reinstall them all, use a cleaner tool for thoroughness.
Problems with directx, reinstalling this sometimes won't fix it. Need be more thorough.
Could be other antivirus/security interfering - whitelist, exclude, allow the above apps.
This includes windows defender, exclude - controlled folder access blocking my docs / rockstar games, and even exploit protection being non-defaults that can cause issue.
(or depending 'which' one you use - sleep, disable, or flatout uninstall it to test)
Mods - yes, have to say it - some people mod the game before it has run once.
Background programs, overlays, usb devices, software devices, drivers, os corruption - can also cause issue. Some users' pcs are such bad shape they can't even start the game without making a new windows user since the old one is mangled/corrupt. There's more but those are the basic/common causes....

Before... you get into connectivity issues - isp, regional, modem/router, firewall, configs, dns, hosts, malware/adware, and more.

Not when Steam is not running and the PC is powered off it doesn't

Yep, I don't see that stated in the original post. Just that is it 'off' - we don't know what else happened. Steam did not just 'give' him 11 hours. Just like every one else that attempts to trouble shoot /read about fixing this game for hours. If steam did - there's more at play here.

We're also up to 18 hours now - and they were 'online' and 'ingame' earlier.
Maybe they can provide info on this as well.

Yea, that's google/translate/not first language for ya. My guess -

Wrongly given playtime - only op can properly define the chain of events. Though, it does come off a bit scummy when 'launchers' start the timer, and not the actual game.
(especially when these launchers get stuck open in background, and generate time)

Steam is likely refusing refund due to 2 hrs played, or 14 day limit. Need a real agent to dispute though.

There are some reports about minutes being added on/off years ago but seems to be a visual issue in which they could fuss around in the client and see the real time. If visual - the time may not match up with what is legit recorded on the other end. Again, who knows what op did/didn't do. I'd also be wary of potential family/steam sharing, account theft, and whatever else. Another legitimate bug? Steam beta issue? Strange pc config/issue? Beats me. No details. Back to the steam agent.

Or, fix it so it works. i gave my ideas. Hard to know without the real details.
Everything else i posted is just experience with this junk.

Maybe the op will return and bless us with more info.
