GTA V NOT LAUNCHING HELP!!!
Whenever I go to open GTA V It asks me do I want to allow rockstar games to make changes so obviously i press yes but instead of opening the game it sends me another request to make changes and it does this over and over again and doesnt even open my game. How do I fix this?

You could 'try' closing/exiting steam. Rightclick steam, run as admin, try again.

Can also try manually installing all the requirements -
Go to c / program files / rockstar games / launcher and social club - run the uninstallers.
Then to steam/steamapps/common/gtav/redistributables - there are 2 .exe's
Rightclick each, run as admin. Install social club first. Both should install without issue.
Do NOT run the launcher when it is done - uncheck the box.
Then to steam/steamapps/common/steamworks shared/_commonredist/vcredist/2012
Run both .exe there and uninstall/reinstall or repair.
Then back to _commonredist/directx/jun2010 - dxsetup - try to install as admin.
(this may/may not work - might need newest from microsoft to try).
Then over to c / program files / rockstar games / launcher / redistributables / vcred
Both of those get installed as well.

Also possible after all that based on pc config - you may still require steam to be run as admin, as well as R* launcher exe's, social club exe's, and even gta5. Some users find they need 1, some need none, and some need all. Be methodical.

If you still have issues - I'd be looking at other antivirus/security, windows defender, controlled folder access, lack of admin/permissions on folder, and possibly testing all of this on 'a new' windows user in case that one has issues. Of course this is onedrive, non-default locations, and other silliness but rule the basic things out first.

or at the very laest - configure it not to do anything with my docs / rockstar games.

i could start the game but it keep not loading while loading the ♥♥♥♥♥♥ launcher enabeling one drive made it work again i have 0 ♥♥♥♥♥♥♥ idea how they managed to connect that.

have you activated one drive and tryed that? it fixed the launching problem for me

go to the gta local files right click on gta5 file press properties compatability and turn off anything there (worked for me)
