Good lord lol, can't even get away from cheaters in private lobby's.
I was playing public earlier but had to go IO because I kept getting infinite load screens.
I can't find a public lobby with more than 5 people that doesn't have at least one hacker.
If you go to story mode (or restart game), i bet the car won't show anymore...

Mind you, you can do what Guardian does manually
which is what i do, i have it set up on the router itself.
I have to occasionally update friends IP's when their ISP gives them a new one, but it isnt that big a deal.
Then i just turn it on, on the router, when needed, turn it off when done, since it would block other games, since they use same ports.
They cant do jack squat to you when they cant even connect with you.
That car doesn't seem to be a simple cheat, OP wrote, that it run him over after a while. Sounds like remote controlled, like Imani tech. Looks like a NPC car, but is actually player controlled with no blip on the radar. Therefore my guess is a cheater following him from public, or randomly targetting people playing on their own in private sessions.
I came across same thing as OP this morning.. Completing the Prison Break heist put me in a public session, but I did a contact mission and was returned to invite only after that. I was driving through the "Smoke & Mirrors" course with my police car (the marked one) to test myself on my knowledge/memory of the course.. Just as I passed the backside of Mirror Lake, I found a black & white hellcat cop car without livery..
I immediately hopped in the car, hoping I could save it.. but like OP described, I would be removed from driving the car.. sometimes left standing on the street, other times left standing no clipped in the car.. I ran back to my car and I found the Santa eCola Semi (no trailer) & another hellcat cop car next to it.
I took the Semi back to my Agency where I couldn't store it, but I never got ejected once. I took it back and tried the other hellcat and same thing.. ejected.. I put 5 sticky bombs on it and to no surprise, it survived like it was nothing.. there was no retribution or recourse for trying to blow it up either, which tells me they were spawned in from a modder in the initial session. If a modder was in my IO watching me mess with these vehicles, 1) I would have likely been ejected from the Semi too, 2) Ejection would be a lot more dynamic/creative/trolling, but most of all 3) the modder would have killed me or trolled me more for attempting to blow up "their" car..
