-switch your dedicated gpu as your main gpu and ensure the driver has been installed
-set your power options to high performance

Onedrive on/off can cause issues depending what you use.
3rd party antivirus/security - whitelist/exclude R* launcher, social club, gta5.
Windows defender, controlled folder access. If on/allow apps, same as above. or test off.
The renaming of my documents / rockstar games - when it asks after - use local saves.
The usual test running steam as admin, possibly even R* launcher, and gta5.exe - some users find they need one, some, or even all. Others find they need none to run as admin. Be thorough.
If you used mods - check folder for dinput8.dll - remove it. Uninstlal/reinstall doesn't remove. Needs manual remove or folder wipe if uninstalling.
The same can be said for other 'fixes' that have you putting files into the gtav game folder. If you've done this (or want to rule it out). Go to the gta5 game folder, show file extensions, delete anything that is NOT a folder, AND is NOT a .rpf file. Verify game files after.
Then you dive into media feature pack issues, problems with drivers, directx, vcredists, lack of admin, background programs (clean boot windows), overlays, usb devices, software devices, etc.
Further on - is connectivity issues, which is an entirely different can of worms. Some of it can be random, intermittent, isp, regional, server related, etc. Bare minimum I'd try powering modem/router off 5-30 minutes or overnight if possible and test later.
Yep, likely many things you 'already saw/did' - but there are also others that said they have done everything 'on the entire internet' and turned out to be only 2 things so... I've largely quit believing those statements after 8 years of it. -.-
