So how do we solve this problem?

Lack of permissions. Could be lack of admin, permissions, locked folder, who knows.
This is in regards to my documents / rockstar games / gta v folder. This includes the folder potentially being hidden, readonly, or some other silliness.
Controlled folder access could be on. You need to allow an app through if it is.
Allow gta5.exe (and R* launcher, social club to prevent further/other issues)
Other antivirus/security interfering. Same as above - whitelist/exclude.
Overtighten security and deal with the consequences/annoyances.
I'm sure there is more but I'm otherwise occupied.
