c000007b can be from controlled folder access in windows defender - if it is on, it is likely blocking R* launcher, social club, and gta5. Add them to allowed apps list. Whitelist/exclude isn't enough through defender at last test. The 'error' window may point at exactly 'what' is having issue - very common it is social-club-setup.

c00007b can also be from missing media feature pack if you are on a N/KN version of windows. Properly install the media feature pack.
Can also occur if you've put the wrong version of necessary files into the gtav folder (don't do this -.-), and didn't remove them after various updates. Clean folder if you did (delete anything NOT .rpf, and NOT a folder - yes, view file extensions before doing this -.-).
Can also occur with problems in relation to missing/corrupt/wrong version files in windows system32 folder - usually, directx, where simply reinstalling directx isn't enough and it needs a good cleaning/removal of the various dx9 setup provided files. There is a .bat in the link above to do this - scroll down to #1 there.
If you run gta5.exe from the game folder by itself --- 'sometimes' - it may tell you exactly which file it is having issues with.
Then, depending on responses to fixing those things you call back into the usual - onedrive, permissions, lack of admin, background programs, gpu drivers, other drivers, corrupt files, leftover mods, vcredists, malware/adware, connectivity issues, etc.
