Reinstalling gta5 would be a complete waste of time.

The issue is with the R* launcher, and possibly social club. Open c / program files / rockstar games. If you are using default install locations (and the drive has space -.-) ----- there should be a launcher and a social club folder. In each - should be an uninstaller. Run it, and uninstall both. Verify that the folders are empty. Drop back to program files, and delete rockstar games folder if all the folders in it are now empty.

Now, rightclick gtav in steam, properties, installed files, browse installed files (or something). Should be in the root gta5 folder. Open the redistributables folder. Rightclick the launcher .exe - and run as admin to install the launcher. Make sure this installs INTO A FOLDER, not just a drive letter - preferably, the default folder. When it is done, close the installer - do not open the launcher. Do the same thing for socialclub installer - rightclick - run as admin. Once that is done - then, you can go and open the launcher only - and let it self update. You 'might' need to rightclick the launcher icon, and run as admin again. Let it do the updates.

If you have any problems with that - you could be having issues with ----
Windows defender, controlled folder access, other antivirus/security apps (whitelist, exclude, allow apps), other registry entries that can't be updated, locked/permission issues, same with folders/updates, non-default install locations, non-default 'program files' configured in windows, 'temp' directory having problems, and more. Some users find it easier at this point to find an uninstaller application to uninstall those 2 things, and do a cleanup, and try again.

As for the 'verify game data' error - that can have many causes completely unrelated to what the error says. Sound drivers, background programs, mods, corrupt files, connectivity issues, my documents / rockstar game issues, onedrive interfering if used/not used, on/not on, and more. Get the first error with launcher resolved before tackling that one - IMO.

and...
/goodluck.

edit/below - yes, you can 'install' it somewhere else 'with space' - IF - space is the problem. Reinstalling it elsewhere creates new files/folders, ignores permissions, controlled folder access, and any of the other common causes for this error.

I ran into this issue too, and found a fix. Here's what you can try:

1. Navigate to your GTAV game data folder.
2. Look for a folder called 'Redistributables', and open it
2a. There should be installers for the Rockstar Games Launcher and the Social Club Setup
3. Run the Rockstar Games Launcher installer.
4. Change the install directory to something with space.
5. Let it install, then try launching the game.

It should work.

The problem seems to be if you had GTA installed on a drive that had its drive letter change, the installer looks at that old drive (even if it doesn't exist), but the only place to change the installation path is by manually launching the Rockstar Games Launcher installer from within your game data folder.

This worked Perfectly, so Easy. I had it installed on a drive I had since removed and I used this to switch it, Thank you! Award given!
