edit - You ran the .exe as admin to rebuild?
Not a thread for your 'specific' issue - just in general installation, and is older. Don't have time the moment to download/install and see if I have same issue, or if it just works. The addon peds comment area may also shed some light on your issue if some others have it.

Do you see the 2 default peds that come with it?
I just now installed addon peds + everything needed.
Intentionally did not rebuild.
Started - L - menu says addon peds, nothing is listed.
Exited.
Ran addonpedseditor (as admin) - clicked rebuild.
Started - L - there are my 2 default peds.
edit - closed, deleted the file mentioned below - started, again, no peds at all.
It appears to have created my documents / rockstar games / gtav / usermods / ap_m.xml
Which, likely contains the info for the 2 peds. I'm not adding more (I know my stuff works).
If you are not getting this file created, I'd start there. Onedrive has caused problems with gtav and my docs / rockstar games before. So has non-default my document locations. Controlled folder access in windows defender has also caused issues with file creation, and permissions, and other av/security, etc. If you are using stuff like that you may need to whitelist the addonpededitor.exe so it can create this. May even need this for gta5 itself in case it now cannot read the files that have been created.
Or, you already have this file.... maybe it is read only, old, locked/permissions, etc - and when you rebuild it isn't adding your new custom peds.
If that don't cut it - beats me, I don't have eyes on it, and I've tried all I will.
