Ive never had run very well on like 3 systems lol (though i played it on ps3, i never put much time into finding fixes for pc, aside from the .ini tweaks with vram)

Ye, I think that game has 500 MB VRAM limit , and R* never patched it , but they still selling game .
I played it on Win 7 than , so newer Windows can cause more problems , direct X also .
Now Im on Win 11 , but no chance to play it again .
San Andreas ( default version ) is better option for me .

This could be part of my issue too!!
Most of my systems that i tried were windows 8.1 or windows 10!

I had not considered that it might run well, with newer hardware, on vista or windows 7!

Gta 4 was a bad port. Try running that with ur 3090 if you want a good laugh lol

GTA IV is not a bad port ( I agree with you that 5th is also good )
Problem is that Rockstar left game witout any patch over 15 years , but they didnt forgot to add unwanted launcher .
All you need to do is to add some dumb small text ( I forgot which one , and where ) to unlock your GPU VRAM , and game works perfect even with very old GPUs .

No you need to use dxvk to have good performance.

I have a great pc well over min specs getting solid 60 frames but insane, unplayable stutter. No game is worth this bs in 2023, I waited all these years for this and its trash lol. Easy refund.
