its not that uncommon.
I've gotten too used to stable 60 or more that it's simply impossible for me to go back now.
it just depends ont he game, there is a lot of motion blur in bloodbourne. which i can't really stand any more either.
stop comparing modern games like CP2077 and GTA6 with RDR2 which doesnt have ray tracing and not as realistic physics
the 3070Ti may will be enough for 1080p but may will have trouble at 1440p because it only has 8GB VRAM
Also rdr2 has ray tracing and one of the best physics that trash like cp2077 can just dreams of it, wtf are you talkin about?
It's been a long time since I played rdr2, so I'm probably remembering wrong.
edit:
I have ray tracing and path tracing in GTA V / Online, but it is done via reshade. What you saw were mods or shaders, most likely reshade or enbseries.
