It was expected it usually comes later after the consoles.

Nope. The official press release that came with the trailer states that 2025 is ONLY the console release.
No PC release planned yet. Thats official from Rockstar.
Thats how Rockstar does these releases every time, console first, 2-3 years later a PC port.

Small Indie studio rockstar needs time and resources to put out the pc version. They’re not a big AAA company with money and manpower to burn

Lets face it, the reason is simply because the PC version will be the superior one by far, so they want to milk the console players for all their worth first, then release some "Definite Edition" in 2 years or so to resell the same game AGAIN to the same people and after THAT has run dry they will grace us with a PC version to sell the game AGAIN to the same audience.

That has been the Rockstar MO for the last 15 years or so.
It is what it is.
¯\_(ツ)_/¯

I know you r joking but this is actually true. R* (not T2) is not that big compared to the other companies. Their total assets are just about 2~3B$ and their revenue per year are around 700~800M$ (mostly from GTAV), not small but also not too big. Compared to Activision: made 7B$ in 2022 and Valve: 13B$ in 2022.

R* has no right to decide. It's all about T2, their ♥♥♥♥♥♥ parent company.
