Without more info - quite common to have this when you are hitting 188fps due to engine limitations. Can try limiting fps to 144, 160, 120, using vsync, etc. I'd definitely look at that before diving into drivers, background programs, software devices, etc.

edit - 120, or even 144- has been fine for most people who could sustain/maintain that. Short of resseting gpu drivers settings, or deleting settings.xml for gtav and rebuilding - hard to say without more details

how low do i have to limit my fps? i have done 120 and it still happens not as much but its still there

How do you limit your FPS? I limit my refresh rate to 120Hz but that isn't the same as FPS. My FPS in many games go well over my refresh rate. Going to try and turn on V-sync.
(They kinda go hand in hand, but not the same thing.)

Edit:
Turning on V-Sync and limiting the refresh rate to 120 Hz seems to have completely fixed the issue.
