Basically you can download previous version of games in Steam, including GTA V from steamdb.info
I was following this tutorial here:

After completing tutorial, just don't forget to make steam offline mode everytime you play. Otherwise, Steam will automatic download last update/version.
I do know using common sense which your not doing but it is a good idea though and
I do know common sense is more like uncommon sense in todays world please!
Reread the post above and you would know that there no one said didn't say anything about cheating.
That is why they are not cheating when wanting to play with modding enabled in single player and for the record there is no chance what so ever anyone in the history/furture of gaming will get in trouble for playing with mods or even any kind of cheating in single player, that is all he is asking about an Script Hook V which needs an update to make work again.
Script Hook V closes the game when trying to go online just so you know which makes mods online not happening.
We are lucky that lack of common sense isn't breaking a rule otherwise i bet steam would go under so dang fast.
