Because it's GTA.
GTA always has been a satire of the american society since it startet in the 90s
Their goal is (or at least was) showing them the mirror by reflecting them common issues of the time the games was playing.
Most time its about violence, commerce, drugs, nudity...
That's GTA ;-)
That said, we've seen a slight shift in the past couple GTAO updates where they've introduced a couple characters in heists who aren't overtly awful people. I don't think that's a good idea, but it will probably go unnoticed. Thus far you can't harm those characters, only help them.
I think you're looking way too deep into it, its a game not philosophical cryptography.
