My gta5 steam key is 4 x 4 - no issues.
What exactly are you trying to do with this? Steam should automatically link your steam account to the R*/social club account you made (or the one you want to link 'if' it isn't already linked/or steam isn't already linked to a different social club account) when you attempt to launch through steam -- and should use that code.
You don't manually add the game/key -as (someone would have to verify - not digging my R* key out to check) - that you 'could' be trying to stuff a steam key, into a 'R* / store' key input. Especially true if you are trying to get on the website and activate it, or in the launcher, or whatever. Steam should be auto handling this.
Steam gta5, and R* gta5 (and egs) are technically 'different'.

Some edits on thoughts/ideas since -
edit - Granted, you could be having other connection, server, isp, av/sec, issues - or R* is having shenanigans happening as well. Or silliness with R* launcher, social club, cores, lack of admin.. and.. on.. and on.. Even lack of admin, vcredists, av/sec have been known to cause problems with launcher/social club install/functionality.
edit - there is also c / program files / rockstar games - should be launcher and social club in there. you can try going into each folder, and uninstalling. then delete the folder. then reinstall them from steam/steamapps/common/gtav/instalelrs - or download new launcher from r* website. No guarantees - easy to do.
edit - Always the chance you could try to access the social club website - and input/redeem a key there -- unless of course this is the actual problem in the first place. I assume you'll have to manually link a steam account before you do this though unless you are already linked due to something else like lanoire, mp3, rdr2 - 'if' you can even do this. I'm not going to test on dummy accounts. Very possible this 'way' is only for R* accounts - so back to steam/auto production activation.
And... a little more.. backwards, could always try somehow getting an older.. version of r* launcher installed. There was an update a couple days ago that could possibly be busted and causing issues as well. That is about the extent I'd bother putting into it. Live chat should be more than capable of applying your steam code to your social club account.
