Grand Theft Auto V - Criminal Enterprise Starter Pack
I have GTA V on Rockstar and not steam, Can I buy the above mentioned DLC from steam or do I need to buy the game again from Steam?

Looks like you got a mouse icon by your name - so you do infact have Gtav on steam (edit - and achievements from today to back that up). Or, are you wanting the CESP for a 'different' social club account/game copy? Does R* no longer sell the CESP by itself to those with old/'standard'/not premium copies from R* store/warehouse/ingame anymore?

Steam store page says -
"This content requires the base game Grand Theft Auto V on Steam in order to play."
Looks clear to me.

If it is a R* version copy on a social club account NOT linked with an additional steam copy on the same social club account - I can't imagine it working unless you got the key by itself 'somehow'. If you have a R* copy AND a steam copy tied to the same social club account.. I mean.. seems like it should work - fits the requirement.

edit - for giggles, buying through steam on my 'standard' gta5 - 9.99. If I go into game, home, store and try to buy they want 29.99 - and opens/handles it through steam. I cannot believe the amount of things that are continually or habitually screwed up/wrong with anything related to r* launcher/social club/gta5.

The Criminal Enterprises starter pack isn't a DLC, it's a game pack a "special" version of the game, consisting of the base game and a bunch of goodies (some free items, vehicles and a 10 million in the GTA currency) to give your character somewhat of a head start in their criminal career. You'll get the free DLCs with the game regardless of the version you buy.
And just for the record, R* doesn't offer the CESP on their platform/in the R* Launcher? If not, then you probably need to buy the copy of the game with the pack here on Steam. If you want that head start, that is.

Ummm but it is a DLC/Expansion thing, originally priced at $30 or $40 USD and sold separately of the main game, and something I don't have. IMO it was only merged into being this forced package with the base game so Rockstar could make more profit, avoiding reducing the game price as steeply as it typically would at this point post-release.

Edit: Also for the OP, no you need the Steam base game to buy the Starter Pack and you can only get it once per account.

Just because it is listed on Steam as DLC, doesn't mean it is a DLC. R* releases free DLCs periodically. Does it expand on the story? Nope. Does it add new content to the game? Nope again, it enables content, that already is in the game. So how exactly is it indifferent from all the other DLCs? It's a game pack. Perhaps a bundle if you will. It's the base game and a bunch of free stuff for the start. Hardly qualifies as a DLC.
If we're going into semantics, then DLC is a downloadable content, which in case of GTA could be said about the base game as well, you buy it and download into your computer, don't you? So don't stick with what's Steam's designation of stuff. The CESP is not a DLC. Not in the way R* thinks about them. A pack, or a bundle, or a game version maybe, but definitely not a DLC.

My point was merely that it was offered and sold separate of the main game for something like 2-3 years before they removed the option to buy the base game solo, foisting it on all customers whether they want it or not. I honestly couldn't care less about what label is assigned to it, whether by Steam or Rockstar, and am confused why you feel there's any significance in that. Why type so many words and seem rather worked up to simply split hairs? In any case it's a meager package of things and a tiny bit of money intended to lure players into the Online side of GTAV in the hope of getting them to be regular players there and the prospect of them being manipulated into buying actual Shark Cards.

I know it doesn't matter to most people what's some stuff called, but it still does to me. It's my personal character flaw, I'm sorta perfectionist, almost never satisfied with the outcome, so I'll give myself the trouble to write as many words as needed whenever and wherever I feel the need to make things seem right. Do I always succeed? Not quite. Will I ever stop? Probably never. But that's just who I am. Will I change? Why should I? It doesn't harm anyone, if I try to lecture about some stuff, does it?

its not semantics, its how steam decided to classify it.
