Any 3rd party antivirus/security, vpn? Is connectivity 'to' the modem/router if different? Wired/wifi? Change the dns, not just flush - or at least verify they match laptop.
Onedrive has potential to cause issues - can see if both are same. Some need on, some need off - depends if it/was actually configured/used. Non-default my docs locations used to cause issues too. I'd straight up stop using onedrive on Rockstar folder and subs.
Controlled folder access in windows defender has potential to cause issue.
Compare with laptop. If you need it on - allow launcher/social club/gtav
Steam / r* launcher / social club and in some cases gta5 as admin or not can cause issues. (or be required - depends on system, config, installation) Some users in past would also try a new windows user set as admin to rule out some of this - and some other silliness. Even just closing steam completely, and starting as admin once can be enough to fix some issues.
In past windows/system32/drivers/etc- hosts file entries related to r*/social club caused issues. As well as malware/adware or other bloatware apps.
You said social club - but what about R* launcher? How were they removed? Did you uninstall from the uninstallers in their folders? Just delete the folders? Uninstall but not delete folders? Reinstalled from what? R* launcher in game/installers folder or fresh download?
Just some things off top of my head that don't seem to be listed. There is likely more - possibly even.. much.. more. I quit largely helping with this trash last Xmas.

edit - depending on antivirus - even 'uninstalling' isn't good enough - or at least in the past. needed to use a tool to clean/remove and/or fix anything else it did to networking on the pc. in some cases - even sfc /scannow and more was required.
edit - and depending on what you do/didn't do, think you did, 'steam being steam' -.-, or want 'more' - I have links on my profile or steam group in relation to various R* launcher/social club / connectivity issues. Old, but completely relevant - many of the 'errors' the user sees have changed - many of the same old fixes are still completely valid. Some errors having many different fixes. Certainly wouldn't discount anything you've 'already done' as even that can be subject to.. how/when or improperly.
At next launch when they try to re-install you should get the permission prompts.
Try running both the Launcher & SC exe's as ADMIN.
