>Shut down the game.
>UNINSTALL the R* Launcher using the WINDOWS uninstall VIA the control panel, NOT just deleting a folder.
>It won't hurt to do the same for the R* Social Club at the same time, so to save maybe doing the procedure twice, do same for the R* Social Club too.
>When next you start the game it will want to download and reinstall the Launcher. If the uninstall was done VIA Windows, you should get the permission prompts during its install.
If you have already "just deleted a folder" ... start the game and let it re-install both, THEN ... use Windows UNINSTALL to remove both, and repeat a restart and install, this is important and what you are looking to get are the permission prompts during the game startup and re-install.
After that you should be good to go.
This is a procedure that can commonly be required after an update.
That includes the first time you start the game after the "Weekly Event".
