I had the same issue,jittering/slight micro stutter with high fps and also in cutscenes. What worked for me is disable ingame Vsync. Then enable "Adaptive Vsync ( Half Refreshrate )" and set "Low latency mode" to Ultra in the Nvidia control panel.
Do need to know what is your monitors Max hz ? Mine is 280hz so halfing hz wont kill my performance. But if youre on a 60hz monitor this won't be ideal.
If you are on a 60hz monitor try setting it to Fast sync ( fast sync is Vsync but it allows the fps to go higher as your max hz ) instead with Low latency also at Ultra.
Do not cap your fps in any other way with this,uncap it.
Max depends on the game
But in the real world, isn't a game engine out there intended for rates above 60fps.
That being said;
Keep lowering your frame rate until the stutter goes away.
i.e. try 140 then 120 etc until the stutter disappears.
Hence capping fps usually doesnt help. As it was the case for me,no matter what I tried. It also highly depends on the type of monitor and if you have Gsync or not. But for me personally on a Gsync 280hz monitor the fix was the one i posted above your reply. It also actually has better framepacing and much lower latency. Just capping fps doesnt help with neither of those.
so thats Gsync enabled + Adaptive Vsync at Half refreshrate + Low latency at Ultra.
Any monitor with Gsync and 120hz+ should see the benefit from this in Gta. Also mind you,Gta is the Only game where this actually has a very positive effect for me and Red dead 2 since the engine is similair,some games it has a negative effect. I dont even use this on other games but Gta is build different. Try it out for yourself.

i wonder if these high fps and different resolution are also related to certain crashes or dc's in heists etc.
so better stick with people who have a similiar setup
what do we have now team 30fps in 1080p, team 60fps in 2k and toptier 4k 150+

There were effects on the physics in the past, i don't know if R* fixed this stuff, vehicles might explode faster etc, ai might start behaving goofy, vehicles drove faster, the submarine rockets were also faster

Already have, Not real impressed (especially gync, to many $'s for dithering hardware)
Key point is, "Adaptive Vsync at Half refreshrate" is still capping/lowering your frame rate!
