I don't see any reason a Triple A game should have issues with basic launching. It feels gas lighting.
I don't remember they told me to verify files. they told me how to clean install rockstar games.
It was a week or so ago.
which was like ♥♥♥♥ but it opened and ran slowly.
my PC it just loads
I select story mode and it just loads.
As for what you've read... I mean... /shrug.
Infinite loading can also be from -
Problems with my documents / rockstar games- rename -old to test.
(do not use cloudsync/saves when asked - use local)
Controlled folder access on in windows defender- turn off or whitelist .exe's.
(being r* launcher exe's, socialclub exe's, gta5 exe's)
Lack of admin / permissions- can try running/tsetting steam/R* launcher to run as admin.
(if steam - make sure to restart it - many don't.... /boggle)
Onedrive interfering- can test 'on' if you use 'off' if you don't - or just stop sync'n rockstar games folder all together with that garbage.
Depending on how the game got to the new pc - like copied over/backup/etc - possibly clean/remove any mods. Then there is manually reinstalling vcredists, firewall, av/security. and conflicting background programs/discord -.- (clean boot windows as a test). In some cases even internet/server connectivity issues can cause loading problems and there isn't much you can do but wait it out or test on diff isp/wifi/vpn, change dns, or try to power off modem/router.
There's even more but without narrowing things down and ruling things out.... It is completely possible that you've got multiple causes/issues making it more annoying. And yes, it can all be very annoying - I certainly know - have dealt with... plenty.

alright i've finally decided imma try again. If it doesn't work I might just completely give up. I really don't understand why this game in particular is an issue for me when I can run virtually any other game.
I think the weirdest part is I have a similar issue with GTA IV.
