The Jester is a fantastic handling, quick, nimble, light weight car that is very responsive.. not many cars in the game you can fully build for less than 500k and still compete in races.. the original Jester and Coquette (not classics or newer models) are both excellent cars that went underused and under appreciated..
Before the cars were removed, Random A might see Random B sporting a Jester or Coquette and take it for granted because it's just a $120k car that they could buy at any time if they really wanted it.. so meh..
Now that the cars are removed, Random A sees Random B's Jester or Coquette and now that car is even more lucrative because of it's exclusivity. If Random A sets out to save enough to buy it next time it's available, that car is going to mean so much more to the player and is even more likely to get used just to show it off..
If you don't agree with this, just lmk how many Nebula Turbo's and Tulips you saw before the cars were removed vs how many you've seen since.. I know I've seen an uptick in Nebula Turbo possessions and uses since the cars were removed.. never saw that car before, but saw 3 in that week the Nebula Turbo was available at Simeon's..
Then there's also the fact that the cars available in the shops sometimes come with exclusives that are otherwise unobtainable.. like this Growler's livery:

I think the important thing to keep in mind is the game has been around for a decade, they've dropped soo much DLC that there's more individual/unique cars than there is unique/individual storage space, so players already have to pick and choose. This makes it a little easier, or at least more rewarding once achieved..
Ofc, I think it really boils down to mentality and disposition. I had kicks and knocks throughout life instead of participation trophies and time outs.. so I don't need to succumb to instant gratification like those upset the cars were removed in the first place..
Edit: Not to mention, by spacing out the time it takes to acquire specific vehicles keeps players coming back week after week, or at least sticking around playing the game longer than they might if they were able to buy that car a couple weeks ago and been done with it already..
