GTA V is better for the open world, flying, racing, and little realism
Siege if you want to play a game.
I only played the CB of Rainbow Six Siege and i don't really know if things changed that much, probably not. Anyways, in a COOP/PVP FPS it's very good to keep your ping as low as possible and they didn't had any kind of match making system back in the CB days, that being said you could have 200+ ms and other players with something between 10~100 ms and vice-versa.
