You don't have to win races, you can get the upgrades just by leveling up.
Levelling up is one thing , but to fully unlock it , you still need to win the races .
And there is no different number races to win , for Engine nr 4 .
For each car , it is all the same .
You *can* get the upgrades by being a high enough level. What do you mean by "to fully unlock it"? If you're a high enough level, it *is* fully unlocked. There *is* a different number of races to win for Engine level 4. It varies from vehicle class though, not car.
No it is not .
There 2 stages to unlock the upgrades for cars .
1 Level up
2 Win race
I have all races won/shared using super car race ,on map about 1 mile long witch take you 30s .
99 % about 45 upgrades can be unlocked by doing just super class race .
only 1% is the rally race .
And there is no different number of won races for upgrades ,no matter for witch car or class , all have the same amount .
Also, I'm still right. There is a difference in price and amount of wins depending on the vehicle and/or class. For example, a Sentinel requires 41 race wins in it's class to unlock EMS Level 4 for the engine. An Insurgent requires 42. The price for a Sentinel's Engine EMS Level 4 is $21,775. The price for an Infernus' Engine EMS Upgrade Level 4 is $33,500.

1, The upgrades witch you talking about unlocked by levelling up , are non performance upgrades .
2, To unlock performance upgrades , you need to do race minimum with another person .
There is about 50 of them .
Most can be unlocked by racing superclass .
Only few , need to be played in rally class to be unlocked .
And the number races needed to unlock parts , can be different for some cases , but they number is really small.
Most need the same amount wins.
I'm talking about PERFORMANCE upgrades. Not paint jobs. The metal paint jobs are the only things that require rally races.
But you still need win 50 races to unlock all car upgrades .
