Guys I need help. I am doing the Altruist Cult Mission and i just figured that all NPC random mission has been played by michael and Franklin. Will they be respawned for trevor to be delivered for the cult? Please Help.

No, once you complete a random event, it won't respawn.

Only a few random events have eligible NPCs that you can deliver to the Altruists with Trevor.
Of those, some are better used for their other reward.

I suggest delivering the two 'Drunk Driver' events (3 people total) and the 'Snatched' event, as those have only tiny monetary rewards or none at all, and you only need to do 3 deliveries as both people in the car count.

All other eligible random events have very large monetary rewards, or game changing rewards (heist crew, booty call option, golf buddy, stats increase).

turns out I played all possible NPC player to deliver to the Altruist cult. I guess I wont be able to complete the Altruist cult mission. If trevor worked as a cab driver, can he deliver the customers? hahaha

No, you'd need to reload a previous save, or start a new playthrough to complete all 60 random events here:
