Unplayable Stuttering in RTX 2080 TI. PLEASE HELP!

I have i9-9900KS RTX2080TI. I used to play so good and fine. Now, I have this ♥♥♥♥ stuttering even in the MENU. Please help guys.

Limit fps to 144

I did limit my fps to 144. It does not work. My Base monitor is 240hz. IDK at this point.

i just did same thread about this. Do not limit fps to 144, just go to gta5 display settings and set refresh rate to 165 or less. It fixed it for me.

Stuttering in menu happens for me too as well. I have to exit menu and enter it again to get rid of stuttering.

no you need to use nvidia control panel or RTSS (preferred) to limit the fps in game to 175 or lower to prevent hitching in the game engine to do hitting fps cap.
just using 144hz wont do it.

ok thats not normal stutter, that looks like its using your Intel® UHD Graphics 630 from your cpu rather than your gpu.
make sure its set right in nvidia control panel.

I did select NVIDIA GPU still. I really don't get it.

last ditch effort on my part, delete settings.xml in documents \ rockstar games \ gtav.
perhaps it is not detecting the right gpu still.

had the same problem a year ago i hadn't updated my graphics card driver after i did it it stopped for a friend of mine it didn't do anything and he had to reset his pc then it worked again
