Info I've used to fix this problem countless times - perhaps something will be of use -
(so you can normally open/close the game without other silly taskman/pc restarts)

edit - completely wiped/started over - 'usually' works and can be the best thing for some. sadly, not everyone can do that for various reasons.
Run the game as administrator.
Verify the integrity of GTA 5 game files.
Update GPU drivers.
Reinstall Visual C++.
Delete the cache files.
Disable your antivirus suite.
Disable your NVIDIA device.
Reinstall the Rockstar Games Launcher and Social Club applications.
i have done all those i am going through everything on my computer to see if anything is stopping it from launching but cant find anything
