Report a translation problem
Recently, a change was made and users had to sign into the game properly at least once as steam is no longer autologging in/handling it (changing pc/deleting certain files requires relogin - again). Due to this...
Over the past 2+ months ---many--- are finding out their accounts were 'taken' (email used to log in was changed and some finding 'new' accounts were created with the same email, but since new - no key/authorization to play).
If you can't log in to gta5/online correctly - I'd try logging into the social club website, and verify your credentials work there - and - check that your account has your game(s), profile/information/etc - and isn't one of the 'new'/fake' accounts.

Of course, you could be capable of logging in fine, and fivem, R* launcher, social club, onedrive, my docs / rockstar games, permissions, and 2842734 things could be causing an issue(even a new issue) and you can ignore me.

edit - I mean, recently, as in - today, yesterday - properly logged in. Entirely possible the recent removal of autologin is causing fivem to prompt for said info due to it missing. Not in position to do testing of this theory atm.
Thus, I might suggest activating launcher before FiveM.
