It happens, more often than you think - to sites all over the world.
/insert the usual - power modem/router off 5-30 minutes til you get a new ip, see if that helps. Contact isp asking if they did something. Test on a different isp, friend's place, vpn, etc. Manage to get the websites working, and then you can even go inquire with R* support. Some users find they may have messed things up in their hosts, need to use other DNS, etc. Sometimes this can be regional related and there is literally nothing you can do but wait. Years ago 2-3-4 countries lost access for 6 weeks unless they use certain dns/configuration.
All that said - it is also possible to have offline errors and still get the websites to open properly, usually due to permissions, admin, onedrive, or other antivirus/security shenanigans.
