It's a issue with your network somewhere along the line. Follow the steps above to fix this.
changing your IP and DNS are the 2 things that fix this for everyone else.
Pretty basic stuff, easy to do.

Restarting the modem can get you a new IP. every ISP is different, so leaving off your modem anywhere from 5 minutes to overnight will get you a new IP. Most get a new IP with their modem off for roughly 15 minutes.
If a VPN works for you to access social club, then you have confirmed it is a issue on your end. The steps above will fix that for you. respond back if you need help
Friend, I got in touch with them at support and did all the solution steps and it didn't solve it, even my internet provider is not understanding and through whatsapp my internet provider showed the website opening normally. The problem is with rockstar.
I enabled NAT>DMZ on my router, I'm using google DNS and nothing works. It's very annoying a game with a bad server and they don't solve these issues for their players.
Other people like myself is having the same issue, you could check other discussions here about the same issue. My internet is stable and working on every game, App, websites and Streaming service, and other p2p self hosted games. Only with GTA V i'm having this issue since Monday. I've restart my router and modem every day, leaving my modem off for 2 hours, tried ipconfig troubleshooting and some others stuffs on their support page and my issue remains. Just ignore these people saying it's your fault, they don't know what is happening and are flaming who say otherwise.
I get upset that I want to play the game and other games I'm playing normally, support in Portuguese has not answered me anymore, they don't even try to send it to the team to solve it and it's sad. Rockstar wants to launch GTA 6, since 5 is full of hack mod and 6 will be the same thing.
Only alternative friends and we make this discussion full until we reach them on rockstar for them to solve, because I saw people on the forum with this problem on the rockstar website. My only problem on the rockstar website is logging in and I have other friends who are having the same problem.

Write down your IP.
When you restart your modem, after a certain period of time it will recycle your IP.
For some it only takes a simple restart, for others it might take 24 hours of being off. Every ISP has a different procedure.
Why people say restart modem for different amount of times. Your IP could Likely be flagged, A IP known to send a lot of spam, or potentially blocked for some reason, Either way Since your IP changes when it's dynamic(Which there is static, but 99% chance you would know if you had one) and you may have gotten a bad IP.
So either experiment with how long it takes to get a new IP. Try 30 minutes, if it doesnt get you a new IP, leave it off overnight.
Then check your IP again, and if it has changed, try Rockstar and everything again.
Rockstar cannot control Network issues caused in between you and them, and in most cases neither can you. Just fix it and move on.
Or you can call your ISP, and have them "Manually Recycle" your IP for you, once again take note before and after to verify it changed.
Your ISP may or may not do this for you, But make sure your speaking to tech support not billing. if tech support cannot do it escalate to a higher team that can.
It's crappy, But not much you or Rockstar can do as it happens.
Also do not leave your Local IP in DMZ. This is very unsecure and basically allows all connections.
It is good to use for testing to verify this is not a NAT issue which occurs in P2P games like this.

use this link to setup port forwarding. don't download any software, skip the ads and it will give you step by step instructions on how to set it up and what ports it needs.
Basically call your ISP and have them Recycle your IP In order to change your IP and receive a new one, or leave your modem off overnight. Report back, Just once again, check your IP address on any website, or the one listed, and make sure it changes, even if it just changes the last 3 numbers.
This is not a issue Rockstar can fix, as it needs to be fixed from your end. Not your fault either. If you are one who likes to point blame at others, blame networking or your ISP. These are IP or DNS issues which you have no control over, other than changing them and resolving your issues.
If you understand networking, it is very clear what the issue is, no matter what game it is, and how to resolve it.
People need to stop being so sensitive when given the solution, thinking someone is blaming them or their PC.
