Someone posted that R* blocked some mods for single player , and not for multiplayer.
you are aware steam won't delete any modfiles if you use its uninstall feature, you need to delete these files manually or they are still present during next installation and will you screw hard if you try to launch with outdated files present
every R* launcher update has also a chance to trigger your antivirus and will block the correct function of the software until their libraries got updated too. some of them are really annoying and even exception rules for all the thousand different folders won't help, while these pesky tiny security helpers will keep blocking the processes
webroot was one of these offender for example, but hey are secured against maleware to the point were your software stops working, so you tricked yourself real good.
