If you bought gta from R* it was the R* version of the game? Not aware of them selling the 'steam' version 'from there'. Linking to steam would of been absolutely pointless (and again, likely mean nothing - unless it already had a link, and was banned --- this would include an egs account too). Literally a repeat of your other thread.
Though.. also possible.. you know.. something was still running.. etc.. you know..
I connected the new account to another steam account, so zero chances of that
another steam account that is not banned of course
Permanent bans can be enforced for over 20 years, they can ban you again and again over as many times as they want after you hit strike three on your first account for 20 years or ban any new account bought in your name.
Buying a new game is avoiding a game ban thus they can ban you even if you play clean with a new account, you can't sue anyone for you committing the crime.
I am sure if you bought a new game, the law written based on it, can be enforced on anyone, part of the United states federal cyber laws, include information based on cyber attacking and interfere with any companies services such as banking and transaction fraud and other felony based crimes to deny or interfere in their services is a crime, just like cyber harassing people.
If you buy a new copy, they have their right to ban, due to past judgment that will be reflected and enforced in the future there is nothing you can type on your keyboard to save you from a game ban or worse, did you see that young kid on national television in chains arrested by federal agents.

Lets say an IRS agent reports to Rockstar you bought the game again while your being investigated for suspicious financial records and have no proof of income, or a cyber security company tracking your I.P. because visiting illegal hacking websites or you use their services to keep your system safe, any company can report illegal activity or
any citizen from any nation.
The more you complain about your ban will just give them enough information to do their worst to you or anyone, if convicted of a cyber crime you can lose your privilege to own an electronic device.
If your on parole its a violation so have fun going back in a cell, you can't run to Mexico anymore, most nations allow extradition so running won't help you.
Your R* account is linked to the account of the shop-side you purchased it from.
So no matter if you bought it on Steam, Epic or even R* directly: your bans will always affect all accounts that are linked to that particularRockstar account..
So if you'd decide to buy the game on Epic now as well, but still link it to your old regular R* account, you'll be automatically banned there as well.
