(good god - use an email for this you have access to. preferably one that is NOT already attached to a social club account as to not further confuse the support person) At time of this post - you could use the 3 links above without signing in.

Open your emails and check them for R* / social club emails.
Then, sign into them and check the linked account page.
Otherwise- 'you can't log in because another account is linked' etc -
You do not want to unlink (this includes 'trying' to make/link a new social club). You want to recover. There has been a large pile of people that have had their accounts lost, stolen, 'hacked', forgotten, or using wrong email(or even steam acc), etc. In many of those cases - whoever took it - created a 'new' social club account using your old email (or users did inadvertantly while trying to get into the account). The 'account' linked - never actually changed - only the email TO that account. Much of this is coming to light because steam no longer is automatically logging in to social club - requiring credentials (in the past, you could change email/pw - it didn't care - still worked). In some cases - these credentials were changed years ago.
Try to log in to social club using your old email - if you have to - forgot password, etc. Then, check and see if your games / characters / etc are on that account. You can even check if your steam account is the steam account linked to that social club account. If they are not - that is the problem and shows you logging into the 'wrong' account (but 'right' email).
Some users are lucky enough to see they got email notifications from R* stating the email on their account has been changed. Some of these are in chinese/etc - translate it. There should be a link to recover the account. Now, again in some of these cases - because the old email is already used in the 'new'/useless social club account - you can't use that recovery email before a step. That step is to go into the new/useless account - and change the email to something else - unlocking your old email. Then, try the recovery link again (and of course, 2FA/change password after for good measure -.-).
Also possible to have 'variations' of this error if you own multiple copies of gtav, on multiple 'launchers' ---- r*, steam, and egs. There can be some oddball issues logging into one, or the other and it gets stuck erroneously trying to log into the wrong account. I'd be looking at this IF you can properly log into the social club website on all your accounts, and correctly see the games/profiles/etc. Then, you can look into other steps to work through this - like renaming steam or egs to -old, renaming my docs / rockstar games to -old and loading the launcher up and relogging into the accounts etc. Again, this is only if you can verify NONE of your accounts have been 'taken/lost' etc.
IF your social club account is fine, properly shows games, and linked steam account - you can try powering modem/router off 5-30 minutes, uninstall/reinstall R* launcher/social club, renaming my docs / rockstar games to -old, verify date/time on pc is correct, no av/sec blocking r* launcher/social club, etc etc, etc.
They may also harp on steam purchase email receipt. You could always try to talk to a steam support again, and try to get them to resend the receipt, or at least 'confirm' the purchase/date/id and all that and try that as a source. Additionally, when they ask about accounts, linking, emails, etc - you confirm with them 'which' email/account they are talking about. They cuold be speaking about the 'current' social club account/email you are using to communicate with - and not your old/lost account/email, etc.
If none of that works - you can still/must contact R* and they can fix it (some say 2-3 days, others saying 10+ so who knows - YMMV)/they are hammered over this. There is also an 'email not found or password is invalid' error that many confuse as problems with the account (and your credentials DO work on the social club website AND you see your character, game time, games owned, and the steam account is linked in linked accounts tab). 'Usually' has to deal with controlled folder access blocking r* launcher / socialclub / gta5 - or date/time isn't properly sync'd. Then you get old versions of those, other av/sec, permissions, admin/lack of, connection/dns/network configs, and on it goes.
Again, no 'unlink' - be specific - you want to recover.
You got the steamid, the cd key, the purchase should show on steam acc, etc.
Contact R*, they can help recover the account.

edit - if storymode mods (any mods) are installed - disable/remove them to rule it out.

edit - bear in mind, some people may have linked ages ago - due to other games like la noire or maxpayne 3. if this was done - there will be no 'asking' - it is simply going to link your key to that linked social club account. You can also use this information to semi figure out the date your steam was linked to social club if they ask for it. Look at your R* games on steam, and look at the achievement days - the earliest one 'should' be close to the linked account date. This of course isn't foolproof if you simply linked, and didn't get an achievement for weeks but.. for most this isn't the case.

And what actually happened when I tried the "forgot password" I actually ended up making a new account with the same email I used before meaning my account got deleted/hacked or whatever.

When I was scrolling through my email I found an email from 2016 in which Rockstar sent me a notification that a friend of mine sent me a friend request on rockstar from which I found out that when I created my Rockstar social club account in 2014 I made it as: something.something@mail but later on in life I always used it as somethingsomething@mail (without the dot) and it turns out while gmail looks at that as one email account rockstar sees it as two.
I hope you understand what I meant.
The best part is, me and the friend of mine that sent me the request stopped hanging out around 3 years ago and now I told him about this situation and how he actually helped me we talked again and agreed to hangout after 2-3 years of not seeing eachother.
If it wasn't for your kind reply on this topic I would have never go through my email.

If this is a matter of you making a new account because you lack the email/login / password to access your old account - all the info above, with links to contact R* and talk to them - are the only way to fix -that- issue.
