In the past- there were more/other causes/fixes than listed. (onedrive, permissions, default locations, connectivity/update issues, etc) Sometimes simply powering pc/modem/router off 5-30 minutes is enough to wait out, or correct some issues.

Or, even completely uninstalling/reinstalling both R* launcher/social club (typically installed in c / program files / rockstar games) - they have uninstallers - grab the launcher from R* to reinstall them. etc.. etc.. many different causes.
