Buying now vaulted vehicles

I was wondering about how to acquire the Enus Stafford now that it's been removed with the mercenary updates. As completely idiotic as this decision was, I just want to know what to do about it.
The wiki says it can be obtained at the Casino Wheel when it's featured, however... I'm from Argentina and rockstar has disabled any and all gambling operations in the game for the region. This applies to any item and vehicle - so, is there a way?

You can look on the bright side as much as you want dude, but it still won't change the fact that we will not see most of these vehicles anytime soon. I mean yea sure, you got the vehicles, so I'm sure that it really doesn't matter to you, but the thousands of us who don't are now at the mercy of RNG.
