How much free space on disk ?
Do you play in fullscreen ?
Is this really stuttering or you have framerate issue ?
2. I got 100 gb free of space in my drive that is same with gta v.
3. I don't for both convenient and other reasons, if game crashes which i have experiences, i can't alt f4 in a fullscreen game, it doesn't work.
4. I have decent framerates around 30 at minimum but i have reached 60. The frames is playable and fine, it is stuttering that i've experienced mostly.
I have tested in the 3 direct x engines and all of them have stuttering especially when travelling or the game run for too long, funny how i don't have that issue years ago and other games is fine performance stuttering wise.
For all we know you're running it on a i5-3000 and GTX 660 trying to get 1440p.
That said, a failing storage drive or RAM are likely culprits. Overheating CPU or GPU can do it too; do you monitor your temps? A failing power supply can also throttle your processors.
You can play a game on 30 frames and have it stable while playing but it is also possible to play a game on 100 frames but met with constant stuttering.
Also you're kinda right that i haven't provided the specs yet.

Intel cpu i7 4770
Nvidia gtx 1050 ti
1000gb HDD
16 gb RAM
Playing 1080p, normal settings on all with the exception of recflection on ultra, as for direct x i have tried all three, still stuttering.
Hardware pushed too hard will start to chug. So if the PC is set to lock at 30 fps, it can keep your hardware load down. Unlocked framerate will allow your hardware to work as hard as it can, resulting in thermal or power throttling or otherwise diminished performance.
Have you tried lowering your settings? All ultra on a 1050 Ti might be pushing it. Some of those settings were designed to be sort of future proof and weren't meant for hardware in 2013 and they have since upped the requirements as well.

My pc is older than the majority of gta 5 online players but theres nothing i can do about it, i even tried going for a simple mid tier pc with a ssd and the solid 3060 but i still don't have that much money, hell that specs is regarded as high end here in my region.
I also noticed that someone on reddit even with a 3080 and a 12700kf have stuttering issues in gta 5.

Its a link of someone on reddit with high end pc yet have stuttering, you can try figure that one out.
