Running any online video game as administrator is risky business and should be avoided. Once you run an application as administrator, the gloves are off and anything could happen. With the network insecurities and dangers GTA online presents. There was already an RCE exploit patched around February. There's still many, many holes wide open in the game. The danger is very real.
Bottom line - do not run any game as administrator.
when i try open with admin, the launcher opens up and logs me in and shows the "play" button right away.

That is why it is so dangerous to just hand over admin rights to games or their launchers. This is why people hate Rockstar's launcher immensely. Are there new or other exploits that might exist? Hard to say, but one thing is certain and that is it's not wise to hand over admin control to Rockstar and potential attackers.
With the whole 189 car change situation and this whole run it as admin stuff it's why I I have given up on Rockstar games. No company should expect a player to operate their game software with administrator permissions. It's dangerous, it's foolish and it's inconsiderate.
I have only 1 game that i have to run as admin because it's XP compatiblity (W11 pro).
R* launcher isn't a problem, you need rights if you install on C -> go to D.
If launcher tries to access another folder, don't worry Windows will protect you, it can even removes your admin privileges...
