That's actually crazy, good thing GTA 6 is around the corner, all R* have done is lost themselves sales from people that used to play on console and didn't move to PC till later lol...

Short answer - no.
If you simply 'want to use' the same social club account - by all means - buy the game again on pc, link to the correct social club account and start at 0 on pc.
Must be rough not getting kicked from game or worse all while having extra content and features unavailable to PC..
Well, I mean...., Rockstar hasn't exactly been very nice when it comes to releasing the E&E content. I'm pretty irritated about that, but, I'm trying not post that irritation in the forums.
