Can't buy ANY Property, Simeon call

I can't buy any property in GTA Online. It says that they'll be unlocked after I receive a call from Simeon, but he already called me saying, prompting me to get my first personal vehicle. What should I do?

Steal a car from the streets, drive to Los Santos Customs and make it your Personal Vehicle. Simeon should also offer you one time deal to fully modify it, even if you haven't unlocked all parts yet. That's part of the tutorial, so after this you should be able to buy properties, I think.

What's your level? You need to be past 5. Also sometimes it can be bugged due to incomplete online tutorial (i.e. if you've skipped it, quit some of those jobs midway or what not).
