Best bet is to contact R* (create a throwaway account if you can't log in), gtav, purchase/activation/productactivation/pc/contact us - and use the chat ticket/live chat. You have the steam account/id, the game cd key, etc - they can help sort out your email issues.
/goodluck
Would give links but steam seems to be broken atm regarding posting them. -.-
(or you can click the arrow by my name and look at my post history for 'contact R* / live chat - those may show correctly)
edit - More info in the link -

It seems that my account may have been hacked, because when I start the game through Steam in the launcher window, I see an inscription that I should continue logging in with the following address: z***4@l***s.online. But this is not my address, and when I enter mine, I get a message that the account with such an address does not exist. That is, I understand that I was hacked, right?
I would definitely contact R* for help sorting the email out in that case.
edit - No, in my experience with live chat(many times), once they begin chatting it behaves very much like chatting with someone on steam chat. why would they start live chat in 1-5 minutes and only respond once a day? Yes, webticket/emails can take much longer.
