Just use the control panel and uninstall the R* launcher and social club VIA windows uninstall. The next time you start the game it will update and re-install.

I had this same problem and I fixed it, are you by chance downloading Social Club onto a drive other than the C: drive?

My C drive is too small so I downloaded it on my P drive. Turns out, the installer installed everything on my P drive properly... EXCEPT for one folder still stuck in the C drive! If I remember right, the folder was "C:\Program Files\Rockstar Games\Social Club" and I had to drag that folder back to the Rockstar Games folder on my P drive to make it work, right next to the "Launcher" folder.

It clued me in because the launcher.log said it couldn't find a file there and returned with a Version 0.0.0.0 so I went there to look at it and saw the file wasn't there!

Found this on reddit, fixed it instantly, even if you didn't install on another driver other than C:, check anyways. Hope this helps!

Thank you, mildepicsauce, that worked for me! Stupid R*asking where I wanted to download everything BUT Social Club... and then not finding where they chose to put it... Anyway, obviously the "delete everything and reinstall it" solution didn't work, only this one did!

That is solution - you need to copy whole existing Social club folder to this path (E:\Program Files\Rockstar Games\) may be only dll will be enough.
Actually it can be found in C:\Program Files\Rockstar Games\
it can be old, and i just uninstall launcher and now he give an option to uninstall Social club also. Then run setup again and all works perfectily.

Thanks, but i solved this a year ago. I don't know why but steam downladed the game on my ssd, but half the rockstar launcher file was downladed on my os hard disk. Like not al the launcher, no, only that half. So it couldn't start. I don't even rember how i figured out this, but i just moved the file in is correct path and worked, so, chilll. Thx for your try, i appreciated it.
