I had this same problem and I fixed it, are you by chance downloading Social Club onto a drive other than the C: drive?
My C drive is too small so I downloaded it on my P drive. Turns out, the installer installed everything on my P drive properly... EXCEPT for one folder still stuck in the C drive! If I remember right, the folder was "C:\Program Files\Rockstar Games\Social Club" and I had to drag that folder back to the Rockstar Games folder on my P drive to make it work, right next to the "Launcher" folder.
It clued me in because the launcher.log said it couldn't find a file there and returned with a Version 0.0.0.0 so I went there to look at it and saw the file wasn't there!

Found this on reddit, fixed it instantly, even if you didn't install on another driver other than C:, check anyways. Hope this helps!
Actually it can be found in C:\Program Files\Rockstar Games\
it can be old, and i just uninstall launcher and now he give an option to uninstall Social club also. Then run setup again and all works perfectily.
