And that profit very obviously also includes subsidy fundings from the console hardware manufacturers who pay a lot to get timed exclusivity.
There is no such PC lobbyism.
The only entity with the power to do so would be Microsoft with their Windows platform, but won't kill off their own console business.
Alas, PC will never again be a prime market.
PC makes more revenue than consoles. Here are the evidence.

Final Fantasy 16 is not going to be released on PC day 1 and going to be released who knows when after who knows how long. Also Final Fantasy 7 remake, which became available on PC over a year later. Rockstar is not unique in this.
Final Fantasy will be released to PC.
Your right that's it's not on day 1. But after a year or 2 it will be released.
And i'm pretty sure GTA 6 will be on PC too after X amount of years. Lazy R* wants to earn as much money as possible. So don't'see any reason they will not release on PC.
Probably like now, they just make some exclusive dlc to consoles. And hope PC gamers will get a console + gta (again) to get those stuff.

Now on to the question of how many gamers play on PC. I won't bother looking it up, because I know that the number is high; maybe even a guesstimate double the amount of consoles sold or possibly more.
That could easily be a double edged sword in the sense of, what happens when the PC players decide that enough is enough? That could easily happen, just solely based on the fact that Rockstar, imo, likes to mess with people as well as see how much that they can get away with.
better believe theres a room full of scummy rockstar execs somewhere arguing that by delaying the release on pc for as long as possible, they'll drive people to buy consoles and the console version, then release it on PC so then people will actually buy the game for their platform of preference. therefore, some will buy the game twice.
it'll probably net the scumbags a small profit with this dynamic, but any morsel of profit is good enough, no matter how sleazy.
