2 - Turn Off your antivirus
3- Activate your VPN
To me only the VPN fixed the issue.
Thanks a lot, the VPN did the trick. To add a background to my issue, I used to have the game in this PC, but I uninstalled it a year ago, and I just recently installed it back again. For some reason, I can't connect to the social club via my home network, so I had to activate the VPN to connect to the social club and validate my copy of the game. I can only play offline, but that's how I play anyway. Thank you again.

This has fixed that for some. DNS is basically a phonebook for the internet.
The faster the phone book is updated, the better it works.
Your Default DNS used is your ISP.
If DNS does not fix it, Then it could be your IP blocked. Just unplug your internet over night, then plug back in the next day,
Before doing this, as all ISP have different ways to change your IP, Check your IP before and after this to make sure it changed.
Just go to google, and google "whats my IP"
Since a VPN changes your IP, It would make sense it's a network routing issue, which usually turns out to be DNS, or your IP blocked. Why I gave default TS steps from Rockstar above, as those steps would fix this if done correctly.
