As for a fix, well, I do not know. GTA is a mess right now. Best to stay away from GTA Online anyway. You can try contacting Rockstar support if you are desperate to play but I cannot think of anything else.

1. Delete Rockstar Social Club local profile. Rockstar Launcher > Settings > Account Information > Delete local profile.
2. Verify game files. Steam > GTA V > Cog Menu > Properties > Local Files > Verify
3. Sync time settings in Windows. Windows System Settings > Change Date & Time > Scroll down and click Sync.
4. Set Run as Admin. Set BOTH Rockstar Games Launcher and Steam to Run as Admin. Right click on exe icon > Properties > tick Run as Admin for both files.
5. Launch through Steam app.
