When you go to the Social Club,

What does it show for Story?
That would at least let you know if you had a Cloud save to fall back on.

Missions
If you have completed them previously you can pick one from a point in the game and play it and then save. This will be your loading point from that point forward when you enter the game. That's the way it appears to me in-game and I think that is what is in your cloud ... mission competition status ... I could be wrong.
But that might be your best bet if all the local files are gone. Try and pick a "Chapter" in the game and a mission early in it and roll with that.
Maybe go on You Tube and find a complete walk-through and pick a point in the story and see what the mission sequence is to try and pick which one you want to select from the in-game list.
You might find them listed by chapter in order on a Wiki somewhere.

Open gtav, hit 'home', click gear, settings, game settings, enable cloud saves. Or delete my docs / rockstar games / gtav / profiles / <profilename> / cloudsavedata.dat - try gtav again. It would have likely asked this the first time you started up on that pc as well.
If it isn't, really SOL short of trying to force create one - or downloading one.
