How To Turn Off Motion Blur??

I turned the motion blur strength slider all the way to the left but it still seems like there's motion blur when I move the camera. Any fix? This is awful.

Won't that make all the other effects look worse though? Is there not an .ini or a mod I can use to just turn off the motion blur?

maybe its depth of field kicking in rather than motion blur, disable depth of field ?

Na, that's off too. There just seems to be some baked in motion blur that you can't turn off in-game without putting the postfx to normal.
