I can't upgrade TM-02 Khanjali in base.

I can't upgrade my TM-02 Khanjali in the base, when I enter it it shows the header that I can't upgrade it in the Avenger Vehicle Workshop and I don't have the Avenger Vehicle Workshop and I don't know what to do to fix it. And I would like to point out that I want to upgrade it in the base, not in MOC, Avenger, Terrorbyte or in LS Customs, I want to upgrade it in the base.

Well, yes.
The vehicles are upgraded inside the Avenger, not in the facility itself.
Thus, you need the vehicle workshop upgrade first.

Same goes for the MOC and the bunker.

This is an update bug I'm fairly certain. My Khanjali is customized, yet I never purchased the additional bays for the Avenger (already had them in my MOC). Checked a few minutes ago and I'm getting the same message as the OP.
